Bhubaneswar: Nearly a year after the separation of Plus II colleges from degree colleges, the state government Wednesday fixed modalities for separation of the teachers in Plus II from degree colleges.
The modalities signed by higher education secretary GVV Sarma and school and mass education secretary Ranjana Chopra would be applicable to personnel receiving grant-in-aid, block grant in Plus II and degree wings of the composite 277 non-government and aided colleges of the state.
As per the modalities, block grant teachers would be placed in their respective wings as per posts approved by the government. If the order is silent on their nomenclature, it will be presumed that the teacher would be with Plus II wing.
The teachers drawing UGC scales of pay will be placed in the degree wing while teachers drawing state scales may be placed according to their seniority.
Single teachers available for a subject or department will be placed in the degree wing.
“PET will be notionally assigned a degree wing, but may continue to be responsible to take care of both degree and Plus II students in coaching, usage of sports grounds and other sports infrastructure,” it said.
If a college has only one laboratory staffer, he or she will be notionally allotted to degree wing, but will continue to discharge duties for both the wings.
In case, a composite college having more than one member in a department, one person may be allotted to the junior wing for the lab. Similar procedure will be adopted for library staff too.
The senior-most teacher belonging to Plus II wing would be appointed as principal of the junior college while one junior clerk and one peon will be assigned to junior college from among the existing staff, it said.
The modalities also are applicable to aided Sanskrit colleges in the state. The governing body of a college will separate teaching and non-teaching staff along the aforesaid lines and submit proposals to the respective regional director for approval by May 31.
