Bhubaneswar: A petition has been filed with the National Human Rights Commission (NHRC) seeking justice for a 20-year-old youth who was allegedly assaulted by Bargarh Town police in May this year.
In his petition, rights activist Srikumar Mahanta has informed the commission that the victim Amit Sahu, a resident of Bargarh Town, was assaulted by Bargarh Town police May 13 for reasons best known to them.
The plaint said that at around 8pm May 13, when Sahu was sitting on his scooter at a market place in Bargarh, an assistant sub-inspector (ASI) rushed the spot along with a patrol team and assaulted him in full public view. Despite repeated pleas, the officer continued to assault Sahu, it is alleged.
Later the on-duty personnel took him to the police station where they also repeated the same act, leading to his hospitalisation, it added.
This is a clear violation of human rights under Article 14, 19(1) (a), 21 and 22 of Constitution of India, the petition added.
The petitioner urged the commission seeking a directive to the Home department principal secretary for conducting a judicial inquiry into the incident.
“The NHRC should direct the Director General of Police (DGP) to demote/dismiss the Bargarh Town ASI and other officers responsible for the torture. The commission should also direct the Home Minister for ordering the Home department principal secretary to register criminal cases against Bargarh Town ASI and other personnel,” the petition said.
