Bhubaneswar: The monsoon session of Assembly starts Tuesday and will continue till September 20. The first day of the session will be adjourned after paying condolence to former Prime Minister Atal Bihari Vajpayee and other departed leaders.
Briefing the media here Monday, Parliamentary Affairs Minister Bikram Keshari Arukha said, “The first Supplementary Budget for the financial year 2018-19, which was supposed to be presented Tuesday, will be tabled September 5 as the House will be adjourned after moving a condolence motion on former PM Vajpayee, former Lok Sabha Speaker Somnath Chatarjee, former Tamil Nadu CM M Karunanidi and former state MLAs, who have passed away in recent days.”
Earlier in the day, the Business Advisory Committee held its meeting and decided that the House will not run on the first day of monsoon session except the condolence motion, while the supplementary budget will be presented on the following day.
Stating that the session will have 11 business days, Arukha said supplementary budget, four Bills and resolution for formation of Vidhan Parishad (Legislative Council) will be tabled during these 11 days. The supplementary budget will be presented September 5 while resolution for formation of Vidhan Parishad to be tabled and passed on the next day after due deliberation, he said.
The minister added, “The Odisha Legislative Assembly Members’ Salary, Allowances and Pension (Amendment) Bill 2018, the Odisha Ministers’ Salaries, Allowances and Pension (Second Amendment) Bill, 2018, the GIET University, Odisha Bill 2018 and the Odisha Cooperative Societies (Amendment) Bill 2018 to be tabled in the House during this session.”
Meanwhile, ruling BJD and Opposition Congress as well as BJP have chalked out strategy and lined up issues to attack and counter attack each other in the floor.
“During the short session, the Supplementary Budget and some important Bills have to be passed. We are prepared for constructive discussion on any subject that the Opposition desires to bring up. We will take up several important issues where the Centre has not done what it was expected to do,” Chief Minister Naveen Patnaik told the media after chairing BJD Legislature Party meeting.
