Kendrapara: The National Human Rights Commission (NHRC) has asked the Orissa Human Rights Commission (OHRC) to decide the case of a man who had been bobbitised by his wife and her lover last month.
Rights activist Radhakanta Tripathy moved the apex human rights panel alleging police inaction in taking action against the woman and her paramour for attacking her husband. The incident occurred under Bangiriposi police station in Mayurbhanj district in August.
On August 23, 2018, a married woman chopped off her husband’s genital after her affair with another person was exposed.
According to reports, the man spotted the woman and her lover in a compromising position. Fearing he might expose their illicit relationship, the woman and her friend attacked him. They overpowered him and chopped off his genital with a kitchen knife.
After neighbours reached the house hearing the screams of the victim, the accused and her paramour fled. He was rushed to the Bangiriposi Community Health Centre in a critical condition, and later shifted to Baripada District Headquarters Hospital.
A written complaint was lodged against the wife and her lover at the Bangiriposi police station, but the accused have not been arrested. Free medical treatment has not been provided to the victim and no compensation has been paid, the petitioner Tripathy alleged.
The state has miserably failed to provide proper education and mental healthcare to citizens to check such crimes, he said. Crimes of this kind are increasing, and the failure of the state in arresting the accused and in compensating the victim amounts to serious violation of human rights, Tripathy alleged.
He requested the NHRC to investigate the case and direct the state to ensure arrest of the accused and payment of a compensation of Rs 5 lakh to the victim.
The NHRC forwarded the complaint to the Orissa State Human Rights Commission for disposal as per law.
