Bhubaneswar, May 30: The state Cabinet, which met Saturday under the chairmanship of Chief Minister Naveen Patnaik, approved 14 proposals, including the Comprehensive Development Plan Land and Implementation Policy’.
“Land required for redevelopment projects in the jurisdiction of BMC will be transferred to the Bhubaneswar Development Authority (BDA) under Section 75 of the Orissa Development Authorities (ODA) Act. The land will be transferred on freehold basis on the condition that 95 per cent of surplus funds generated by BDA shall be credited to the proposed CDP Infrastructure Development Fund,” Chief Secretary GC Pati told the media.
The state has also set up an institutional mechanism comprising three committees with different roles to monitor the implementation of these proposals. A high-level committee headed by the Chief Minister, an empowered committee headed by the Chief Secretary and an Authority Level Coordination Committee (ALCC) under the vice-chairmen of the respective development authorities will be formed, Pati said.
“The state government will bring in required amendments to ODA Act 1982 so that CDPs can be implemented efficiently,” Pati said. The Cabinet has also approved the proposal of loan of Rs 1,787.30 crore from the Japan International Cooperation Agency (JICA) for execution of the phase II of Left Bank Canal under Rengali Irrigation Project. The total project cost is Rs 2,255 crore, of which the state will bear Rs 468 crore, Pati said.
“The project will create irrigation potential of 72,967 hectare in Dhenkanal, Keonjhar and Jajpur districts. It will be implemented from 2015-16 to 2019-20,” water resources secretary PK Jena said.
The Cabinet also gave its nod to the Asian Development Bank (ADB) assisted Orissa skill development project. Of the total project cost of Rs 1,051 crore, ADB will provide an assistance of Rs 662 crore, while the state will bear the remaining Rs 389 crore, said development commissioner UN Behera, who was present at the press conference.
Under the project, eight advanced skill training institutes (ASTI) will be opened across the state under the autonomous organisation Orissa Skills Development Society (OSDS). The institutes will help ITI and diploma students gain finishing skills. Around 2 lakh students will be trained under the scheme.
