Bhubaneswar: The officials of various police stations in the Capital city are reportedly showing least interest in taking action on Complaint Cases or 1 CC cases.
The victims often lodge complaints with the Magistrates after failing to get justice from the police. Subsequently, the Magistrates direct the police stations concerned to register cases if they find the complaints genuine under Clause 3 of Section 156 under CrPC. These cases are called as Complaint Cases or 1 CC cases.
According to sources, most of the complaint cases registered with the police pertain to either cheating or civil dispute matters. Many lax and irresponsible police officers often adopt a laidback approach in registering FIR at first instance. So, the victims move the magistrate to file the case.
Meanwhile, data obtained through an RTI plea revealed that justice still eludes many aggrieved complainants who approached the court to force the police to act on their complaints. According to the RTI reply, the cops are yet to arrest many accused persons in a large number of complaint cases registered at the city police stations during the last 10 years.
Khandagiri police received 125 1CC cases between 2010 and 2020. The cops could arrest 42 persons in the above cases while 100 accused persons are still at large.
Similarly, Capital police registered 256 complaint cases and arrested 87 persons during the last decade. However, the Capital police cops are yet to arrest 340 accused persons in the 1CC cases referred by the Magistrates.
Nayapalli police station received 221 complaint cases during the period. As many as 110 persons were arrested by the Nayapalli police during the period. On the other hand, as many as 200 persons are yet to be arrested during the last 10 years. Likewise, as many as 234 complaint cases were registered at Laxmisagar police station between 2010 and 2020. However, the cops arrested 87 accused persons while 340 persons are still at large.
The situation is no different in other police stations. The above data has been pointing fingers towards a lack of interest by police to solve complaint cases referred by the Magistrates.
