Washington: Commerce Secretary Gina Raimondo is the latest member of President Joe Biden’s Cabinet to visit China as his administration tries to mend the deteriorating ties between the world’s two largest economies.

She promises to be “practical” without compromising the US push to “responsibly” manage that economic relationship.

The Indian Embassy in Thailand said on Monday that 197 Indian nationals have been repatriated to India from Mae Sot by two special flights operated by the Indian Air Force (IAF). The Indian nationals deported on Monday were detained in Mae Sot after they had entered Thailand from Myanmar's Myawaddy, where they were allegedly working in the cyber scam centres. The Embassy stated that Thailand's Prime Minister Anutin Charnvirakul visited Mae Sot to oversee the operation. During his meeting with India's Ambassador to Thailand Nagesh Singh, Charnvirakul conveyed Thailand's appreciation for the Indian Government's efforts in the prompt repatriation of detainees from Mae Sot and assured of continued cooperation from Thai authorities in facilitating the repatriation of Indian nationals released from scam-centres in Myanmar. "Today, 197 Indian nationals have been repatriated to India from Mae Sot, Thailand, by two special flights operated by the Indian Air Force (IAF). HE Mr. Anutin Charnvirakul, Prime Minister of Thailand, visited Mae Sot this afternoon to oversee this operation. Mr Nagesh Singh, Ambassador of India to Thailand, met him at the airport. The Prime Minister conveyed Thailand’s deep appreciation for the Government of India’s efforts in prompt repatriation of the detainees from Mae Sot, and assured of continued cooperation from Thai authorities in facilitating repatriation of Indian nationals released from scam-centres in Myanmar," the Embassy of India in Thailand shared on X. "Both sides reaffirmed their steadfast commitment to combating transnational crimes, including cyber scams and human trafficking in the region, and to enhance cooperation among the relevant agencies in both countries for this purpose. The Indian nationals deported today were detained in Mae Sot after they had recently crossed into Thailand from Myawaddy, Myanmar, where they were allegedly working in the cyber scam centres. They were detained by Thai authorities for violation of Thai immigration laws when they had entered the country illegally," it added. The Embassy advised Indian nationals to verify the credentials of foreign employers and check the antecedents of recruiting agents and firms before taking up job offers abroad. In the statement, the Indian Embassy in Thailand stated, "Embassy of India, Bangkok and Consulate of India in Chiang Mai, in close coordination with various agencies of the Royal Thai Government, facilitated this repatriation. This is part of the Government of India’s sustained efforts to ensure the safety and security of Indian nationals while in distress overseas." "Indian nationals are strongly advised to verify the credentials of foreign employers and check the antecedents of recruiting agents and companies before taking up job offers overseas. Further, visa-free entry into Thailand for Indian passport holders is meant for tourism and short business purposes only, and should not be misused for taking up employment in Thailand," it added. On November 7, the Ministry of External Affairs (MEA) spokesperson Randhir Jaiswal stated that 270 Indians were repatriated from Thailand’s Mae Sot city to India by two special IAF flights on Thursday and urged Indian nationals to stay away from job scam centres in Myanmar. Addressing a weekly media briefing in New Delhi on November 7, Jaiswal said that the individuals had entered Thailand illegally after a crackdown on the centres in Myanmar. He added that, once the necessary procedures in Thailand were completed and their documents verified by the Indian authorities, they were flown back to India. "270 Indian nationals returned yesterday; they were brought back from Mae Sot in Thailand on two special aircraft. When there was a crackdown in Myanmar in some of those scam centres, they illegally came into Thailand, and the Thai authorities thereafter undertook certain processes that were required on their side. After that, once we verified the documents of all these people and made sure they were Indian nationals, they were flown to India yesterday. I understand that there are some more Indian nationals who are there right now in Thailand, and they will also be coming back to India in a few days to India. I shall keep you updated on the number, etc." Jaiswal stated. “Last two years, several agencies of the Government of India have constantly put out travel advisories to Indian nationals to stay away from these scam centres because the price one has to pay is very high. People go there, and they are met with violence and all sorts of exploitation that happen there. We once again urge all Indian nationals to stay away from such job offers and also to verify the agencies, whether Indian or outside, that offer these jobs. It comes with a lot of risk, and I would once again emphasise that our nationals should take note of our advisories or what we suggest for them,” he stressed.

Raimondo plans meetings with Chinese officials and US business leaders in Beijing and Shanghai in an effort to “promote a healthy competition, a competition on a level playing field, playing by the rules.”

“I’m also very realistic and clear-eyed about the challenges. And the challenges are significant,” she told reporters before leaving Washington Saturday on a trip that ends Wednesday.

The secretary said she wants to find “actionable, concrete steps where we can move forward on the commercial relationship,” but she offered few details.

One matter to be discussed is promoting Chinese travel and tourism to the United States, with Raimondo noting the recent easing of restrictions on large Chinese groups visiting the US.

Raimondo’s visit, like the July trip by Treasury Secretary Janet Yellen, is meant to show the administration’s willingness to partner with China on economic development at a time of escalating tensions on foreign policy and national security and as Washington bolsters alliances with Japan, South Korea, Australia and the European Union.

Secretary of State Antony Blinken made a two-day stop in Beijing in June, the highest-level meetings in China in the past five years.

Blinken met with President Xi Jinping and the two agreed to stabilise US-China ties, but better communications between their militaries could not be agreed upon.

There are divisions around the economy, too, particularly after the imposition of US foreign investment controls that have stung numerous Chinese companies.

China has accused the US of “using the cover of risk reduction’ to carry out decoupling and chain-breaking,’” and has increased its own trade in Asia.

The controls pertain to advanced computer chips, microelectronics, quantum information technologies and artificial intelligence.

The US says the effort stemmed from national security goals rather than economic interests, and that the categories covered were intentionally narrow.

The US moves are meant to blunt China’s ability to use American investments in its technology companies to upgrade its military, while preserving broader levels of trade that are vital to both nations.

But China’s Ministry of Commerce said it has “serious concern” about Biden’s executive order.

Raimondo said the US was not interested in “containing China’s economic development.”

“We want the Chinese economy to prosper. We do not want to contain or hold back China,” she said. “We do need to protect our national security, and we’re going to use our export controls to the fullest extent possible to do that.”

She said attempts to boost the US economy by promoting manufacturing, a centrepiece of Biden’s 2024 reelection campaign, “does not mean, at all, that we want to decouple from China’s economy. And I plan to make that very clear in my meetings.”

“The US and China share a large, dynamic, growing economic relationship,” Raimondo said.

“And both of our countries — in fact, the entire world — need us to manage that relationship responsibly.”

Raimondo added that she is seeking “to have a stable commercial relationship, and the core to that is regular communication.”

“It’s hard to solve problems in any relationship if you don’t communicate. And lack of communication results in rising tensions and a spiral to a bad place,” Raimondo said.

China’s Ministry of Commerce has said Raimondo’s visit came at the invitation of Minister Wang Wentao.

China Foreign Ministry spokesperson Wang Wenbin said at Friday news conference, when asked about Raimondo’s travels, that “China and the US are in touch about bilateral engagement and exchange.”

Biden said at a recent fundraiser in Utah for his reelection campaign that China was a “ticking time bomb.”

“They have got some problems. That’s not good because when bad folks have problems, they do bad things,” the president said, pointing to China’s recent declines in growth rates.

Raimondo said she spoke with Biden before leaving for China and that he asked her to convey the message that there’s “benefit to communicating to reduce tensions.”

“That does not mean compromise,” said Raimondo, who added: “I’m not going to pull my punches, but I intend to be practical.”

The commerce secretary said she spoke before her trip with top US labour leaders and more than 100 industry executives who are anxious to do business with China but were “increasingly concerned” by the country’s nonmarket practices, which makes competing for global business difficult.

“We all know that China has not followed through on the economic reforms that it has promised,” Raimondo said.

“And it’s clearly continuously committed to using non-market trade and investment practices, and that forces us to defend our businesses and workers.”
