Bhubaneswar: The state government has decided to empanel state level observers to track out and give feedback on implementation of various programmes at the field level.
Chief Secretary Aditya Prasad Padhi in a letter to all additional chief secretaries and department secretaries has said that for effective service delivery system the state government will appoint these state level observers. The observers will visit various areas to monitor implementation of programmes at field level and will report about their effectiveness as well as hindrances coming up during their execution. However, officials who will be appointed as observers will only be IAS/IFS/OAS and OFS officers and not below the rank of deputy secretaries.
Accordingly the departments have also asked their willing officials to give their name voluntarily.
Empanelment of these volunteering officers will be finalised by a committee comprising Chief Secretary, Development Commissioner and Agriculture Production Commissioner.
With the state government implementing various welfare schemes and flagship programmes including, Mamata, Niramaya, Aahar and many other pro-people schemes named after former CM Biju Patnaik, the move is aimed at ensuring their proper implementation, officials said.
