Bhubaneswar: In a bid to crack down on the monopoly of private coaching institutes, the state government has drafted Orissa Coaching Institutes (Regulation) Bill, 2017 which would be introduced in the Assembly soon, official sources said Saturday.
The Higher Education department has drafted the Bill and forwarded it to various departments for necessary rectifications and suggestions. Once the draft is finalised, it would be introduced in the Assembly, the sources added.
All the coaching institutes or offices functioning in the state to prepare students for competitive examinations, admission into professional and technical courses and other courses that are conducted after Plus II level would come under the purview of the proposed Act.
As per the draft Bill, the persons who want to run a coaching institute in the state, will have to apply for registration before the district collector concerned within a month of the enactment of the Act.
The institute owner has to deposit Rs 5,000 towards registration fee along with documents related to curriculum for courses offered, duration and strength for each course, academic qualification of the teachers, fees and infrastructure among others. The tenure of registration will be for 3 years, after that the institute has to apply for renewal by depositing Rs 3,000.
A three-member panel headed by sub-collector would be formed to look after complaints and grievances filed against the institute by any individual, students or employee of the institute.
In case of violation of norms by the coaching institute, the collector can cancel the registration of the concerned institute. However, for violation of norms for the first time; a fine of Rs 50,000 would be imposed on the institute while it would be doubled if it violates again for the second time. PNN
