Bhubaneswar: The 36th General Council meeting of the Bhubaneswar Municipal Corporation (BMC) Wednesday saw key decisions aimed at enhancing civic services and urban development in the City.
A major outcome was the approval to establish three Odisha Development Authority (ODA) Courts, one in each of the City’s administrative zones.
These courts are expected to expedite construction-related case resolutions, easing the burden on the regular judicial system and providing faster legal access for residents.

Other key measures included approval of a survey to tackle traffic congestion caused by roadside parking, with action planned against violators, including institutions parking outside designated areas.
Additionally, to improve city infrastructure and conserve energy, fines will be imposed on agencies that keep streetlights on during daylight hours. The council also emphasised leveraging technology to enhance civic services.
Corporators will be trained to use the BMC “BLUIS App”, which enables reporting of illegal encroachments and other civic violations, streamlining issue resolution.
BMC Mayor Sulochana Das highlighted the need to complete major developmental works before the rainy season, with plans to inaugurate finished projects and initiate new ones by December 2025.
Discussions were also held on boosting community engagement through road festivals across all three City zones.
Finally, the BMC plans to introduce a monthly award system to honour outstanding sanitation workers, recognising their contributions to maintaining the city’s cleanliness.
Organisers of public events, exhibitions and festivals will now be required to pay user fees to cover post-event cleaning and maintenance.
The meeting was attended by BMC officials, including the Deputy Mayor, senior corporators and state government representatives, with Additional Commissioner Ratnakar Sahoo coordinating the session.
