Bhubaneswar, March 31: The state government incurred a revenue loss of Rs 4,714crore in 2013-14 fiscal due to a slack in revenue collection, a report prepared by Comptroller and Auditor General (CAG) and placed in the state assembly Tuesday revealed.
“An assessment of collection of value-added tax, goods and passenger tax, motor vehicle tax, stamp duty and registration fees, state exercise duty and other non-tax receipts like mining receipts reveals short-levy/loss of revenue of Rs 4,713.63 crore in 5,10,147 cases,” the CAG report on the revenue sector for the year ended March 31, 2014 said.
The CAG report presented by finance minister Pradip Kumar Amat said, of the total revenue loss of `4714crore, the state government has admitted to irregularities to the tune of Rs 2379.41 crore in 3,98,229 cases.
The finance minister presented two CAG reports, one on general and social sector and another on revenue sector for the year ended March 31, 2014. The revenue report on mining receipts pointed out that Rs 33.02 crore was not realised from Mahanadi Coalfields Limited (MCL) towards the cost of coal extracted beyond the approved plan.
It said the government lost Rs 8 crore towards royalty on chrome ore, Rs 7 crore on bauxite royalty and Rs 4.99 crore on steam coal.
The CAG also pointed out irregularities in the implementation of 10 centrally and state-sponsored schemes. The report on general and social sectors, especially in the context of a piped water supply project in Puri, stated that poor inter-departmental coordination resulted in the failure of the project worth Rs 158crore.
It said, “The BDA irregularly approved a building plan without proper verification and allowed the builder to construct a multi-storey building having a floor space of 6,70,532 square feet.”
