CB fiat to SPs, CDMOs on dealing with minor victims

Bhubaneswar: The state Crime Branch (CB) Saturday issued orders to the Chief District Medical Officers (CDMOs) and district Superintendents of police to adhere to the recent Standard Operating Procedure issued by the National Commission for Protection of Child Rights (NCPCR) while dealing with minor sexual abuse cases.
While collecting the details about the incident, the police officials and the medical officers should keep in mind the mental condition of the minor victim who might be traumatised due to the abuse. The doctors should take utmost care during treatment of the victim.
The doctors should not pass comments which might disturb the victim’s mental condition. The doctors should elicit information from the victim without hurting her sentiments in a cordial manner.
As per the guidelines of the NCPCR, permission of the police was not required if no case is registered with police regarding the sexual abuse. It also instructed that police presence is not required during the recording of her statement or medical examination. The permission of the victim is also required for collection of proofs in video and image forms by the investigating officials.
