Bhubaneswar: Chief Secretary Aditya Prasad Padhi Friday asked secretaries of all the departments to improve the work culture of their respective departments by making best use of the newly-inducted assistant section officers (ASOs).
Chairing the monthly all secretaries meeting here, Padhi advised the officers to utilise talents of the ASOs in best possible manner through proper motivation and training. Sources said around 940 youths have joined as ASOs in the state Secretariat during the last three months. These personnel have come from various professional backgrounds like engineering, information technology, MBA, personnel management, industrial relations, rural development and other branches.
During the meeting, it was also revealed that the state plan expenditure for September stands at `19,087crore which is around 42 per cent of budget estimate and more than 26 per cent of the expenditure incurred during the corresponding month of 2015-16 fiscal. The plan budget utilisation in agriculture and allied sectors stands at `4,837crore, which is around 44 per cent of the total budget estimated for this sector, sources said.
Similarly, fund utilisation in infrastructure sector has gone up to around 51 per cent against 41 per cent during the last financial year. The expenditure in this sector has touched `5,734 crore.
The spending in social sector has crossed `7,568 crore till September against an expenditure of around `6,648 crore during the same period last fiscal. Considering the utilisations, Padhi directed the officials to make the expenditure more result-oriented. He advised the departments to revisit the targets set by them and prepare action plans accordingly.
The revenue collection has also crossed `1,2812 crore. The departments are advised to give their requirements for supplementary budget by October 25. Development commissioner R Balakrishnan advised the revenue earning departments to take proactive measures for augmenting revenue collection.
