Bhubaneswar: With just a few days ahead of Diwali festival, commissionerate of police has issued guidelines on the sale and purchase of crackers. Licences for sale of crackers will be issued on the basis of Provision 84 of the Explosive Substances Rules 2008 regarding temporary shops for possession and sale of fireworks, during Diwali festival.
Licences will be issued for one time possession and sale of crackers not exceeding 100 kilograms of manufactured fireworks of Class-7 division 2 and sub-division 2 and 500 kg of Chinese fire crackers and sparklers. The doors of cracker shops should not face each other and the distance between them should be more than three metres and the safe distance outside is 50 metres. Display of firecrackers should be banned in the vicinity, the police officials warned traders.
Police will also ensure strict vigilance round-the-clock to prevent undesirable practice of cracker manufacture and sale.
“The fireworks shall be stored in a building made of non-flammable material and use of oil burning lamps, gas lamps or naked lights is strictly banned,” said deputy commissioner of police Satyabrat Bhoi.
All cracker shops shall be inspected by the licensing authority and if the authority finds any aberration such as repair or alterations done to the licensed premises or machinery, then it should be done with the permission of the licensing authority within the specified time.
Issuing guidelines for buyers, the DCP said people should buy fireworks from reliable or authorised sellers only.
“Always keep a bucket of water at hand to extinguish an incipient fire. Never light aerial fireworks where overhead obstructions like trees, wires may interfere with trajectory into open air space. Avoid fireworks on the public thoroughfares and do not use spurious fireworks”, suggested the DCP.
