Cops decry training programme

Bhubaneswar, June 6: The sessions being held at the DCP office and the forensic laboratory here to train commissionerate police officials in the use and management of the crime and criminal tracking network and systems are not yielding benefits, police sources said.
“We have been attending the CCTNS training programme for at least seven days. Several police officials sit idly during the session as they do not have much knowledge about computers,” a constable posted at Mancheswar police station said.
“I will retire in the next five years. It is not possible for me now to learn operating computers. Instead of giving us the training, such sessions should be held for new recruits, who in future can handle the process more effectively,” he said.
Another police official posted at Chandrasekharpur police station said that they attend the CCTNS training programme by skipping their duties at the police station.
“I can’t lodge complaints using a computer as I have very little knowledge on how to operate it. We are being sent to attend the training sessions. Though we sit their very comfortably and the session goes on smoothly, I feel that instead of going there, I should be working at the police station as I can prove myself far more useful there,” he stressed.No tests are being conducted during the CCTNS training programmes and thus everyone clears the test with ease, police sources said.
Several police stations around the country have access to CCTNS, but the facility is yet to be implemented in most police stations in Orissa, sources said.
“We are developing the infrastructure required for CCTNS. We are also installing ‘generators’ in police stations here to give power back-up for the project. It will be fully operational here within the next five years,” a senior commissionerate police official said.
What cops do now is resorting to the archaic or inadequate information dissemination systems. They exchange information through phone calls, or text messages, or by giving files to their colleagues.
CCTNS is a mission-mode project under the national e-governance pan of the Union Government, which aims at creating a comprehensive and integrated system for enhancing the efficiency and effectiveness of policing through adoption of the principle of e-governance and creation of a nationwide networking infrastructure for evolution of IT-enabled-state-of-the-art crime tracking system to help investigate crime and hunt down criminals.
