Cuttack, Sept 18: In a bid to make the Crime and Criminal Tracking Network & Systems (CCTNS) more efficient, DGP KB Singh has proposed the merger of Orissa Police Signal Establishment (OPSE), Cuttack and State Crime Record Bureau (SCRB) in Bhubaneswar.
The merger of the two departments will lead to the formation of a new cadre called Orissa Police Information Technology and Communication Services, Singh told the state government in a letter.
Shortage of computer and information technology trained police personnel is the main reason behind CCTNS’s tardiness in the state, said Singh. The merger will thus work as a solution and take care of manpower shortage.
Following the merger 789 employees working at the OPSE and 87 employees of the SCRB can be used for CCTNS.
Police personnel in various police stations were engaged in multiple activities like crime prevention and investigation, maintenance of law and order, anti-Maoists operations, riot controls, protection of VIPs, community police system and protecting the senior citizens.
As a result they were not able to spare time for CCTNS leading to the system almost becoming defunct.
Senior official say, the state police force is insufficient both in terms of quantity and quality, and are no match to their counterparts from several other states.
To make CCTNS functional and to activate the citizen’s portal, specialists who are well trained in computers and information technology are required.
Presently a very limited number of well-trained personnel are employed with the SCRB.
But after OPSE and SCRB’s merger, adequate number of computer trained employees will be able to work on CCTNS, said the DGP in his letter.
OPSE employees, who know about computers and data connectivity, will be trained for CCTNS.
A programme is on to connect the police station with the police headquarters to ensure that vital data can be shared between different departments. As more computer-trained and qualified employees are required, the merger of the two departments will fulfil the purpose, said Singh.
CCTNS is an e-governance programme of the central government.
