Bhubaneswar, Sept 17: National Human Rights Commission (NHRC) has sought a reply from the Orissa DGP in connection with the rape and forced abortion of a minor girl in Kandhamal district.
The commission had received a report from activist and lawyer Subash Mohapatra who alleged that the 15-year-old girl was studying and staying at a residential school in Baliguda where a teacher raped and threatened her of dire consequences if she revealed the matter to anyone.
“The girl visited her family during holidays and revealed her ordeal. The girl’s family members had then lodged a complaint in this regard with Baliguda police. According to police, the girl was around six months pregnant during that time,” Mohapatra said.
Earlier, responding to NHRC, the Kandhamal SP April 29, 2016, had submitted a report saying, “A case (153/15) was registered in this regard. The teacher, who had raped the girl, was also arrested November 17, 2015, and a charge sheet in this regard was filed March 15, 2016.”
However, Mohapatra alleged that the police officials are silent on the allegations that the victim and her parents were intimidated, the girl had to go through forced abortion by the school authorities and she was even denied medical assistance.
“The commission observed that no attempt was made by Kandhamal SP to examine the victim and her parents after which a notice was sent to the Orissa DGP asking him to get the matter enquired by an officer of his choice but who is not from Kandhamal district and submit a report in this regard within six weeks,” he said.
