Bhubaneswar: The Odisha Engineering Service Association Saturday demanded withdrawal of the FIR filed against three engineers in connection with the May 3 Bomikhal flyover mishap and warned of “extreme steps” if it was not done.
The association held the project contractor, Panda Infra Projects Limited, squarely responsible for the mishap that claimed the life of a labourer.
An FIR was lodged against three engineers of the Works department following the mishap.
Addressing a press conference at the association’s headquarters in the Bhoinagar area near Vani Vihar square Saturday, its general secretary said that engineers normally examine the projects through various stages under the “stage pass sequence system”. The big projects are divided into various parts and after completion of each stage, the engineers check the quality of the work and give further permission. For construction of the retaining wall, first permission for digging of the foundation according to dimensions is given. Later, in the second stage, permission is granted for Dry Lean Concrete (DLC) after which laying of iron mesh is allowed. Subsequently, the department engineers supervise the concrete work for the retaining wall.
The association claimed that till then the supervision of the work is the responsibility of the upper class contractor. It informed that as per the agreement, the super class contractor, Panda Infra Projects Limited, agreed to construct the approach road over the bridge under the supervision of a graduate and two diploma engineers.
However, on the night of May 3, none of the engineers of Panda Infra were present at the site when the mishap took place, it said while warning of “extreme steps” if the FIR against the three engineers is not withdrawn.
It also condemned the propaganda against the engineers.
