Bhubaneswar: As per the Odisha Fire Service Act, strict guidelines have been laid down for exhibitions and temporary structures to ensure fire safety and public security. Organisers are required to inform the local fire station in advance about the venue, size and capacity of the event.
A Fire Safety Certificate (Form-V), issued by the Station Officer or a senior official after inspection, is mandatory to certify compliance with safety norms, while constructors must submit a declaration (Form-I) confirming that all fire safety measures are in place. Authorities are empowered to conduct inspections to ensure adherence.
The guidelines mandate installation of at least one nine-litre water-type fire extinguisher for every 100 square metres of floor area, along with a minimum of two fire buckets filled with sand or water. Electrical work must be carried out by licensed contractors using properly insulated cables, kept away from flammable materials. Construction materials must be fire-resistant, and the use of highly combustible items such as straw or synthetic fabrics is prohibited in specified areas. Kitchens or food stalls must be set up separately from the main exhibition area using non-combustible materials like GI sheets.

All pathways, exits and passages must remain unobstructed and clearly marked with ‘Exit’ signage, while the width of exit routes and corridors should meet prescribed norms to facilitate safe evacuation during emergencies.
A designated official must be present on-site to manage emergencies, oversee evacuation and coordinate with fire services, and emergency contact numbers (101/112) should be prominently displayed. Any violation of these norms may lead to cancellation of licence, sealing of premises and legal action under the Odisha Fire Service Act, 1993.
