Bhubaneswar: The school and mass education (S&ME) department has constituted the directorate of higher secondary education to deal with administrative and academic issues of Plus II colleges.
In a bid to improve quality of education in the state in consonance with national education pattern and to avail Central assistance through Rashtriya Madhyamik Shiksha Abhiyan (RMSA), the government has separated Plus II classes from higher education department to incorporate in S&ME department from this academic year.
The newly constituted directorate of higher secondary education under S&ME department would start functioning from 2016-17 fiscal. The directorate is also being treated as a separate head of the department as per provision 20 of the Orissa Service Code, the sources said Friday.
The directorate would comprise a director in the rank of additional secretary, additional director or joint director, two deputy directors, an establishment officer, a finance officer, six section officers, 15 senior assistants, six junior assistants, one PA, a stenographer, two data entry operators and 10 Group D posts.
The government has created all these posts which would be filled up, they said.
The director of higher secondary education department will carry out development schemes promptly and watch their progress from time to time, suggest modifications wherever necessary and generally to ensure that the schemes fulfil their basic objectives.
The Council for Higher Secondary Education (CHSE) and about 1,455 Plus II colleges would be grouped under the administrative control of the new directorate, the sources added.
The new administrative body comes into effect following a notification issued (May 24, 2016) by the higher education department to create a separate directorate under school & mass education department to manage the affairs of higher secondary education including Plus II colleges and higher secondary schools. Accordingly, the general
administration department (GAD) has amended the Orissa government rules of business under notification (July 1, 2016) by incorporating ‘‘higher secondary education including Plus II colleges and higher secondary schools” under school and mass education department purview.
