Mere 15 convictions in over 9,000 atrocity cases in state

Bhubaneswar: Of over 9,000 atrocity cases in the state over last four years, convictions have happened only in 15 cases. Chief Minister Naveen Patnaik informed this to the State Assembly.
Patnaik, in his written reply to Congress member Krushna Chandra Sagaria, said, “A total of 9,383 atrocity cases have been registered in the state from 2014 to 2017 (till October). Out of these, 4,756 cases have been charge-sheeted and 276 cases have been disposed of while 15 accused have been convicted.”
The information provided by the Chief Minister, who also holds the home department portfolio, said that 2181 atrocity cases in 2014; 2,504 cases in 2015; 2,477 cases in 2016 and 2221 atrocity cases in 2017 (till October) have been registered in the state.”
The revelations about the huge number of atrocity cases and the poor conviction rate have prompted the opposition BJP and Congress to train their guns on the ruling BJD.
The members who had created a storm in the house over growing atrocities against women and had wanted a debate on this issue on the floor of the house Tuesday alleged that the law and order situation in the state has completely gone out of hand.
Meanwhile, the Chief Minister in his statement has said, “Officers of and above the rank of deputy superintendent of police investigate the atrocity cases and officers of the rank of additional superintendent of police and above supervise such cases.”
He said atrocity cases are dealt as per the protection of civil rights Act 1995, the scheduled castes and the scheduled tribes (prevention of atrocities) Act 1989 and the scheduled castes and the scheduled tribes (prevention of atrocities) amendment Act 2015.

Rape, murder suspects free
As many as 422 murder accused and 175 rape accused are absconding over last two years.
Chief Minister Naveen Patnaik informed this to the State Assembly in a written reply to a question of member Kailash Chandra Kulesika Monday.
Patnaik said in 2015 as many as 1,349 murder cases and 2,327 rape cases were registered in which 2163 murder accused and 2,593 rape accused were arrested. However 217 murder accused and 121 rape accused absconded in that year.
In 2016, as many as 1,217 murder cases and 2,129 rape cases were registered in which 1,782 murder accused and 2,253 rape accused were arrested but 205 murder accused and 154 rape accused remained at large.
