Bhubaneswar, Dec 24: The state Cabinet Wednesday approved 14 of the 15 proposals on its agenda and withheld one for further consideration.
The Cabinet meeting, presided over by Chief Minister Naveen Patnaik, approved amendment to laws governing the Orissa Police Act under which a Security Commission and Police Complaints Authority will be set up to oversee the activities of the state police.
The Chief Minister will be the chairperson of the commission, with the home minister, Chief Secretary, home secretary, director general of police, the chairman of the Orissa State Human Rights Commission (OSHRC) and two other secretary-level officials as its members, Home department special secretary Lalit Das said.
The Police Complaints Authority will be constituted to facilitate registration of complaints against police personnel, Das said.
The Cabinet approved a proposal to promulgate the Orissa Land Grabbing (Provision) Ordinance, 2014, to prohibit land-grabbing in the state.
A special court that will be established shall have the power to try cases if a petition is filed concerning land grab or even try suo motu cases that arise out of an alleged act of landgrab.
The ordinance will be placed in the House during the next session of the Assembly.
The Act will be applicable for urban and the urbanisable lands.
“People involved in the irregularities will be awarded a maximum prison term of seven years,” said additional chief secretary, revenue and disaster management Taradatt.
The state government has decided to revise the premium of government land lying within 65 mouzas under the jurisdiction of the general administraion department at par with the revised benchmark value that is adopted by additional district magistrate and district registrar, Khurdha, in 2014.
The Cabinet has approved the proposal on appointment of a new advocate general of Orissa, the Orissa horticulture service (method of recruitment and condition of services) rules, 2014, decreasing of tenure of members of district planning committee to three years from five years, amendment of the Orissa work-charged employees (appointment and condition of service) instructions, 1974, and the national judicial appointment commission bill, which was passed in Parliament recently. The Cabinet has also given its nod to the Orissa Civil Supplies Service (Recruitment and Condition of Services) Amendment Rules, 2014 and the amendment to the Orissa Administrative Tribunal (staff) (condition of services) Rules, 1986.
