Bhubaneswar: Odisha Human Rights Commission (OHRC) directed the Additional Secretary, Home and the Director General of Police to take steps for safety and security of the students regulating the traffic under student traffic volunteer scholarship (STVS) scheme in Bhubaneswar.
The directive came Saturday after an application was filed by the lawyers Biswapriya Kanungo and Bijay Kumar Panda July 18.
The petitioners appealed to the OHRC to direct the authorities to implement the rules that are applicable for other government employees also in case of the student traffic volunteers. The application was filed at the OHRC mentioning that all the government employees have been brought under safety and security scheme coverage since 1964. The rule is also implemented in case of home guards in 2003 in the state.
The petitioners asked why the rule has not been implemented for the student traffic volunteers working with the Commissionerate police Bhubaneswar-Cuttack since 2014.
As huge amount collected by the student traffic volunteers is being transferred to the state exchequer, the government is yet to show concern over their basic rights, the lawyers said in the petition.
The student traffic volunteers are engaged in all the seasons to control the vehicular movements at major traffic posts in twin city as there has been increase of vehicles in the city since last 10 years. If the student traffic volunteers meet any kind of accident or they were attacked, they should be covered under the safety and security system, they demanded.
