Bhubaneswar: In a bid to make sure government benefits reach the people at grassroots level, Chief Secretary Aditya Prasad Padhi has asked the secretaries of various departments to ensure 100 per cent execution of Cabinet decisions.
Chairing the monthly all-secretary meet here recently, Padhi has instructed the senior babus to expedite the execution process and ensure 100 per cent ground level implementation of the suggestions received from collector’s workshop held earlier.
Development Commissioner R Balakrishnan called for a common data base of beneficiaries covered under various programmes being implemented through different departments.
Such a data base would help in tracking real delivery of services and measuring the scale of inclusion, he added. It was decided to develop a digital platform for 360 degree view of the beneficiaries linking it with either Aadhar or TIN number of socio-economic and caste census.
Padhi also reviewed the fiscal performances of the state by the end of November of the current financial year. The total revenue augmentation till November 2017 has been increased by nearly 23 per cent. The state had collected `18,027crore revenue till November last year, whereas it was around `22,195 crore by last month this fiscal, official sources said.
The own tax revenue grew by around 30 per cent with a total collection of `17,726 crore while the non-tax revenue grew by only 2 per cent with a total collection of `4,469 crore, they said.
The total budget utilization by end of November in current financial year (2017-18) has been increased by 16 per cent in comparison to the corresponding period of last financial year. Total expenditure during this period was `28, 384 crore while it was `24,366 crore up to November, 2016.
The expenditure in agriculture and allied sector up to November was `6,619 crore while the utilisation in social sector was `13, 451 crore up to November of this year against the spending of `10,701crore during the same period of last financial year. The social sector spending was increased by 26 per cent.
Similarly, the expenditure in infrastructure sector till November was
Rs 6,579 crore, which is around 7 per cent more than last year’s spending during the same period.
