Bhubaneswar: Finance minister Pradip Kumar Amat stressed on the social sector Friday while presenting in the Assembly an annual Budget of Rs 94,052.65 crore for the 2016-17 fiscal.
The gross Budget estimate for 2016-17 stands at Rs 98,416.93 crore, which includes recoveries and accounting adjustments.
This budget is Rs 9,565 crore more than that of the 2015-16 fiscal, which was Rs 84,487.77 crore (excluding supplementary grants). This indicates an increase of 11.32 per cent.
“We propose to finance the outlay for the expenditure of Rs 94,052.65 crore in 2016-17 in
the consolidated fund through estimated revenue receipts of Rs 78,126.72 crore, borrowing and other expenditure of as much
as `15,740.48 crore and recovery of loans and advances of Rs 185.15 crore,” Amat said.
“Our public expenditure policy is oriented towards development expenditure, which consists of expenditure on social and economic sector. The share of development expenditure out of the total expenditure, excluding repayment of debt will be 74.89 per cent in 2016-17,” he said.
“The total revenue receipts for the year 2016-17 include the state’s share in central taxes of Rs 26,567.56 crore, the state’s own tax of Rs 23,200 crore, own non-
tax revenue ofRs 9,822.93 crore
and grants from the Centre of Rs 18,536.23 crore,” the finance minister said.
“It is proposed to enhance the capital outlay in 2016-17 to Rs 16,749.70 crore which is about 4.37 per cent of GSDP. The loan and advances given, grants for creation of capital assets and other expenditure for capital formation account for Rs 11,766.20 crore which is 3.07 per cent of GSDP,” said Amat.
The fiscal deficit is projected at Rs 14,532.40 crore, the minister said. The debt stock for the fiscal is estimated at Rs 64,991.83 crore, which is 16.96 per cent more than that of last year.
Plan outlay and non-plan outlays (gross) for the financial year 2016-17 will be Rs 50,000 crore and Rs 48,096 crore respectively, while central plan and centrally sponsored plan outlays will be Rs 311.33 crore and Rs 44.83 crore respectively, according to Amat.
The finance minister said the major allocation has been made in the social sector in fields such as health, education, welfare of Scheduled Caste, Scheduled Tribes and minorities, social security and empowerment of Panchayati raj, with an outlay of Rs 33,823.10 crore.
This is an increase of 16.10 per cent over the previous fiscal, he said.
The government has also sanctioned Rs 17,172.30 crore for infrastructure to bring improvement in quality of life of the people.
Besides `6489.86 crore has been allocated in rural infrastructure and has made an outlay of `4524.42 crore for the public works sector.
The school and mass education department has received a mammoth Rs 11,202,85 crore in the Budget.
The panchayati raj department has also received an enhanced Budget of Rs 8,458.95 crore for 2016-17 which is around 20 per cent higher compared to previous fiscal budget, even as panchayat polls are expected to be held in 2017.
An amount of Rs 7,241.66 crore has been allocated to the water resources department.
The Budget has made a whopping outlay of Rs 13,396.35 crore for the school and mass education department and the higher education department. This accounts for 13.61 per cent of the total Budget outlay.
An outlay of Rs 4,771.87 crore budget outlay has been made for the health and family welfare department and Rs 2,801 crore for the energy department.
An allocation of Rs 603 crore has been made for the forest and environment department and Rs 383 crore for the transport department.
The government has allocated Rs 1,000 crore for road. water and electricity under Gopabandhu Gramin Yojana,Rs 333.33 crore for Bhubaneswar under the Smart City Mission. It has also allocated Rs 225 crore under Biju Gram Jyoti Yojana, Rs 988.20 crore for clean water and sanitation and Rs 740.43 crore for Swachh Bharat Mission.
Amat announced the launch of the Biju Kanya Ratna, in Dhenkanal, Angul and Ganjam districts for creating equal opportunities for girls by eliminating discrimination and ensuring empowerment with a Budget outlay of Rs 2 crore initially.
“Our emphasis for this Budget is on consolidation and completion of the ongoing projects so that the desired socio-economic benefits reach the common people,” he said.
