Solatium Fund set up to compensate ‘hit & run’ victims

Bhubaneswar: Following an order of Supreme Court Committee on Road Safety, the state government has constituted special fund called the Solatium Fund to compensate victims of ‘hit & run’ cases.
The Transport and Commerce Department has created the fund with a token provision of `1 crore and also issued guidelines in this regard, official sources said here Sunday. The state transport commissioner will manage the fund and release the compensation amount to victims on the recommendation of concern Regional Transport Officer (RTO).
According to the sources, hit & run case victims are
eligible for compensation from Solatium Fund. The legal kin of victims will receive a compensation of `2 lakh in the event of death, while `50,000 will be given to victims with grievous injuries
However, if the details of vehicles involved in an accident are detected at a later stage, the claimant has to refund the compensation amount to the transport commissioner out of the claims settled by the insurance company or claims tribunal.
Process to get it
To avail the compensation, the victim or his/her next of kin (in the event of death) will be required to submit an application (Form I) along with duly filled discharge certificate in Form II and an undertaking (Form-V) to the concerned RTO, under whose jurisdiction the accident took place. The application must be submitted within six months from the date of the accident.
In case the RTO does not accept the grounds of the applicant, the transport officer will communicate it to the applicant.
If the application is accepted, the RTO, who is designated as the inquiry officer, will conduct detailed investigation, including obtaining the FIR copy, postmortem report, etc. The RTO will also have to recommend the compensation claim to the transport commissioner within a month of receiving of the application.
