Sambalpur, Sept 5: Gloomy atmosphere, weeds running wild all over its campus, hostel in precarious state and lack of infrastructure and staff reflect the sorry state of Revenue Inspectors Training Institute (RITI) at Larpang in Hirakud of Sambalpur district, the only institute of its kind in western Orissa.
Worse, the institute has been reeling under gloom for the last four years after electricity supply of the building was snapped. The hostel of the RITI is in bad shape while inmates feel unsafe as there is no boundary wall.
The institute lacks basic infrastructure like library, conference hall, drinking water, auditorium, toilets and vehicle stand. It has lost its sheen over the years as number of students taking admission here has been waning.
The institute plays a key role in producing skilled manpower for the revenue department. It was set up in April, 1992. The students get trained on land measurement, survey, revenue laws and their guidelines.
Earlier, the institute used to draw a large number of students from places as far as Deogarh, Bargarh, Bolangir, Subarnapur, Nuapada, Boudh, Phulbani, Keonjhar, Dhenkanal, Kalahandi, Sundargarh, Jharsuguda, Angul, Kandhamal and Malkangiri for training on RI and amin. Since, several posts of the institute are lying vacant, only an auditor and instructor manage the show.
The hostel rooms are in a dilapidated condition and the government has not taken any steps to repair them. The students have to face a lot of problems in unsafe accommodation. Contacted, principal in-charge Upma Kalo said that the authorities of Cuttack-based Board of Revenue have been apprised of the staff shortage and infrastructure problems. “We have sent a proposal of Rs 8 lakh for electricity connection,” Kalo added.
