Bhubaneswar: The Odisha government borrowed Rs 89,353 crore from different sources and repaid pending loans worth Rs 58,565 crore during the past two-and-a-half years, Chief Minister Mohan Charan Majhi informed the assembly Monday.
Replying to a question by BJD legislator Tusharkanti Behera, Majhi said his government borrowed Rs 46,820.93 crore during the financial year 2024-25, Rs 31,455.01 crore in the 2025-26 fiscal and Rs 11,077.79 crore till August this year.
The state borrowed funds from the Centre, LIC or the General Insurance Corporation (GIC), NABARD, the open market, Rural Electrification Corporation Limited (REC), and the National Social Security Fund, he said.
The CM said the Odisha government repaid pending loans of Rs 29,943.54 crore in 2024-25, Rs 21,748.91 crore in 2025-26 and Rs 6,873.05 crore till August this fiscal.

The total debt burden on the state rose by Rs 30,788.23 crore during the period, he said.
In response to another query in the House, Majhi said the total debt burden on Odisha was Rs 96,310.42 crore by the end of the financial year 2023-24, which increased to Rs 1.13 lakh crore in 2024-25 and Rs 1.22 lakh crore in 2025-26.
Odisha’s debt burden is estimated to stand at Rs 1.48 lakh crore by the end of the current financial year, the chief minister stated.
Majhi said the borrowed sum is being spent on capital expenditure.
