Bhubaneswar: In an effort to ensure food security to all beneficiaries coming under the National Food Security Act (NFSA), the state government has decided to provide food security allowance to the beneficiaries, if the government officials fail to provide the entitlement. The allowance would then be recovered from the concerned officials responsible for non-provision of the benefit.
The Food Supplies and Consumer Welfare department has made this provision in its draft rule prepared to ensure proper implementation of the Act. The rule has been christened ’’Orissa State Food Security (Targeted Public Distribution System) Rules 2017’’.
In case of failure to provide the entitlements as required under the Act, the state government would pay the food security allowance to the concern beneficiary. The amount would be notified by the Central government.
“Any food security allowance paid by the government shall be recovered from the concerned persons including officers of the government, according to the principles laid down under the rule,” the draft rule said. The government would create a corpus fund for payment of allowance to the beneficiary.
As per the draft rules, a strong grievance redressal mechanism would be put in place at various levels starting from the state government to block-level. Grievance redressal mechanism would be set up in the department, officers at the district and block level and nodal officers would be appointed to look after it. All the grievances would be redressed within 90 days from the date of receipt. The district grievance redressal officer has to complete all inquiries in this regard within three months.
