Bhubaneswar, Dec 16: The state government Tuesday added 26 additional services to the Orissa Right to Public Services Act (ORPSA) 2012 Tuesday.
The new services proposed by three departments – housing and urban development (H&UD), higher education department and fisheries and animal husbandry– received the Chief Minister’s nod for their inclusion in the Act.
While 15 services are to be offered by H&UD department, eight are to be delivered by the higher education department. The remaining three services are included under the animal husbandry department.
The urban development department included services like issuance of certified copy of building plan within seven days, park and community hall booking within two days, land usage and related information within three days, issue of conveyance deed within 30 days, issue of no dues certificate within 30 days, property transfer sales deed within 30 days, permission for mortgage within 30 days, ownership transfer of land or house within 60 days, complaints related to garbage cleaning within three days, repair and replacement of street lights within 10 days, holding tax assessment within 30 days, road cutting permission within seven days, road restoration permission within 15 days, issuance of birth and death certificates within seven days and sewage overflow, blockage and minor leakage maintenance within 48 hours.
H&UD minister Pushpendra Singhdoe said, “The new services will help in delivering public services in time along with curbing corruption and increasing public accountability.”
The eight services added under the higher education department are – issuance of CHSE managed higher secondary or similar exam certificates within seven days, issue of pass certificate-cum-memorandum of marks/migration certificates/course leaving certificates in correspondence course within seven days, provisional pass certificate/ mark-sheets of universities within seven days, migration certificates within 30 days, college leaving certificates within three days, authentication of original certificates within 2-7 days, disposal of memorandum with regard to block grant/ GIA within 15-30 days, issue of NOC for passport, vigilance, foreign tour and higher study within 7-15 days.
Likewise, the three newly-inserted services to ORPSA under fisheries and animal husbandry department are issue of registration certificates for fishing licences within 15 days, issue of renewal fishing licences within 15 days, issue of animal health certificate within 5-7 days.
The state government implemented the ORPSA in 2012 to deliver time-bound services to people and by increasing the public accountability of government officials. The Act also provides a mechanism to punish errant public servants failing to deliver the services within he given timeframe.
While ORPSA had 63 services under 10 departments, insertion 26 additional services has increased the number to 89.
