Bhubaneswar: Odisha government is set to implement an auto-appeal system to automatically initiate appeals for notified public services that remain pending beyond the prescribed deadline, eliminating the need for applicants to file appeals manually, sources said.
The sources added that the General Administration and Public Grievance Department has reportedly issued a standard operating procedure (SOP) for implementing the Auto-Appeal System (AAS), under the Odisha Right to Public Services Act, 2012, across departments. Under the system, applications pending beyond the statutory deadline will automatically be escalated to the concerned appellate authority.
According to the source, “Auto-Appeal System is designed to automatically escalate an application for a public service to the Appellate Authority when the Designated Officer fails to dispose of the application and deliver the notified service within the prescribed time limit under the Act. Similarly, where an appeal is not disposed of by the Appellate Authority within 30 days, the system shall facilitate automatic escalation of the appeal to the Revisional Authority.”
According to reports, officials responsible for delays “may face a penalty of Rs 250 per day, subject to a maximum of Rs 5,000”. The penalty may be recovered directly from the officer’s salary through integration with the HRMS and Treasury systems.
The system will calculate the due date for each application based on the notified service-delivery timeline. Once an application crosses the deadline without being disposed of, it will be marked as “pending beyond timeline” and automatically converted into an e-appeal, generating a unique case ID. Automated alerts will be sent to the applicant, designated officer and appellate authority through SMS, WhatsApp and email, wherever integrated, the source said.
