Rs 11,449 crore smart mini budget tabled

Bhubaneswar: The state government Tuesday tabled a Rs 11,448.64 crore gross supplementary budget for 2015-16 fiscal even as opposition Congress and BJP staged a walkout demanding a discussion on the spate of farmer suicides and opposing the laying of Birla Global University Bill 2015. However, the net supplementary budget has been pegged at Rs 10,227.65 crore.

Finance minister Pradeep Kumar Amat tabled the supplementary budget for the current fiscal. “Keeping in view the availability of resources and increasing needs and expectations of people in a welfare state, the supplementary budget is aimed at fulfilling the requirement funds for public welfare and developmental activities in the state,” the finance minister said.

The total Rs 10,227.65 crore net outlay comprised state plan expenditure of Rs 8,305.39 crore, non-plan expenditure of Rs 1910.50 crore and Central plan expenditure of Rs 10.45 crore. The budget allocated a whopping Rs 1105.19 crore (Rs 505.19 crore under SDRF and Rs 600 crore under NDRF) to relief expenditure including compensation for the crop loss in drought-hit areas. Besides, a special package of Rs 69 crore was made to distribute four lakh pulse kits, one lakh oilseed mini kits and five lakh vegetable mini kits to affected farmers.

The supplementary budget also provided for 10 new schemes floated by the state government following the delinking of eight Centrally-sponsored schemes . The new programmes included Orissa modernisation of police force (Rs 20 cr), management of plantation and forest (Rs 22 cr), Orissa mission on food processing (Rs 15 cr), sustainable management of Chilika (Rs 8 cr) among others.

After discontinuance of funding for KBK and BRGF by the Centre, the state government increased the allocation to Biju KBK and Gopabandhu Grameen Yojana by Rs 130 crore and Rs 425crore respectively.

Funds were also allocated for Amrut (Rs 91.26 cr), Smart City (Rs 10 cr) and Pradhan Mantri Adarsha Gram Yojana (Rs 4 cr). The budget also set aside Rs 1,311.59 cr under state-plan for improvement of road infrastructure which included Rs 500 cr for state highway projects.

The health department received Rs 157 cr which included Rs 104 cr towards implementation of Mamata scheme. Rs 801 cr was assigned for the energy sector while the budget for school and mass education was pegged at Rs 1,025 crore. Notably, the Panchayati Raj department received the highest Rs 2027 cr in the supplementary budget.

Rs 2,754.43 cr was provided to rural development sector comprising Rs 80 cr for Biju Setu Yojana, Rs 438 cr for PMGSY, Rs 865 cr for MGNREGA, Rs 589 cr for IAY and Rs 357 cr for RIDF projects.

With the additional net outlay of Rs 10,227.65 cr, the total budget of the state government for 2015-16 fiscal went up to Rs 94,715 cr.
