Bhubaneswar: A high-powered steering committee on Smart City Mission (SCM) headed by Chief Secretary Aditya Prasad Padhi Monday approved proposals for smart cities Bhubaneswar and Rourkela.
The panel has accorded its in-principle approval for Rs 4537crore smart city plan of Bhubaneswar Municipal Corporation (BMC) and Rs 2413crore proposal of Rourkela Municipal Corporation (RMC), smart city mission director Sisir Ratho has said.
“We have sent a special messenger to New Delhi to submit the proposals to the Centre tomorrow,” he said.
The proposals will be implemented in next five years starting this financial year, after approval by the Centre, he added.
Out of Rs 4537crore smart city plan allocation of BMC, projects worth Rs 432.83 crore have been proposed for the current year while Rs 864.45 crore has been proposed for second year (2016-17). Similarly, projects worth Rs 1170crore was proposed for third year, `888crore for fourth year and Rs 1040.49crore for fifth year.
A major component of smart city proposal is construction of Bhubaneswar Town Centre District (BTCD), urban mobility, housing for all, pan city solution and technology for all. The budget requirement for BTCD has been estimated at Rs 4,094.89 crore and for pan city solution `442.26crore.
According to the proposal, Rs 1000crore of the total cost will be spent from Smart City Mission Fund while the remaining fund will be sourced from Central schemes, public-private partnerships, Asian Development Bank, infrastructure development funds and through commercial borrowings.
As per the scheme guidelines, the Centre will provide `100crore each year for five years to the selected cities while the state government or the concerned city will provide an equal amount for implementation of the scheme.
However, the first or top 20 cities will get additional Rs 100crore under the scheme.
