Bhubaneswar, May 2: The state government has set its sights on collecting a revenue of Rs 32,000cr this fiscal on the back of increased mining activity.
The target was announced at a high-level meeting held here Saturday under the chairmanship of Chief Secretary GC Pati.
While appreciating the dedicated efforts of several departments for enhanced revenue collection, Pati sought taking up of reform measures like simplification of tax rules, application of IT and reduction in the cost of compliance to tax norms for augmenting revenue collection during 2015-16.
He also sought fixing of realistic targets for departments along with appropriate strategies for realisation of the targets.
It was decided that an institutional mechanism would be put in place to introduce reforms, undertake regular reviews of revenue collection and suggest necessary measures for further improvement, sources said.
Beating the slowdown and recession in global markets, revenue collection including the state’s own tax and non-tax revenue of the state during 2014-15 fiscal has grown by 10.09 per cent over the previous fiscal year.
The total collection from own tax revenue has been around Rs 19,996 crore against the estimation of `19,862 crore while the collection of revenue from mining was around Rs 5,308 crore.
Similarly, revenue collections from non-tax sources like industrial water rate, forest and wildlife, irrigation water, departmental receipts, interests and dividends have exceeded the budgeted target.
Central assistance under eight schemes has been delinked and cost-sharing pattern in about 33 schemes has also been changed.
Experts opine that devolution of more tax to states as per 14th Finance Commission recommendations on one hand and delinking of many schemes from Central assistance along with changed sharing pattern in many of the Centrally sponsored Schemes on the other have the net effect of additional liability on the state’s exchequer.
