State to bear Rs 60cr to cover RSBY card holders under BKKY

Bhubaneswar: The state government will bear an additional financial burden of Rs 60 crore for inclusion of Rashtriya Swasthya Bima Yojana (RSBY) card holders under its Biju Krushak Kalyan Yojana (BKKY-II) scheme.

Briefing mediapersons here Wednesday, Health and Family Welfare Minister Pratap Jena said, “The Union government has discontinued its RSBY scheme from December 31 last. To ensure health insurance coverage to the RSBY card holders, we have decided to include all those under our scheme BKKY.”

The RSBY was discontinued after the Centre launched the Ayushman Bharat scheme and the BJD government did not implement it in the state and launched its own scheme – Biju Swasthya Kalyan Yojana (BSKY) since August 15, 2018

Over 44 lakh families enrolled under the RSBY would be covered under the BKKY-II and the beneficiaries would get health insurance coverage of Rs 1 lakh. They can also avail the benefits of BSKY.

National Health Mission director Shalini Pandit said under the RSBY, the beneficiaries were getting an insurance coverage of Rs 30,000 through RSBY card with top up of Rs 70,000 through the BKKY (stream-II).

With the decision, the state will bear the entire cost—Rs 100 crore. Earlier, the state was providing Rs 40 crore while the Centre was giving Rs 60 crore, she said.

The director further said BKKY cards had already been provided to about 12 lakh people while the RSBY cardholders, who have not got their BKKY-II cards, can get it done at district headquarters hospitals.

The state government is implementing BSKY since August 15, 2018 under two components.

The government is providing free healthcare (user fee) to all the people of the state in all government health institutions up to district headquarters hospital level in one component in another component the government is providing insurance coverage of Rs five lakh per family (Rs 7 lakh to women members of the family) to more than 70 lakh families of lower socio-economic sections of the state in all government and 208 empanelled private health institutions.

The government claimed that over 1.82 crore people have availed the benefits of BSKY, of which 12,973 cases have availed MRI service, CT scan (43,519), X-ray (2,58,773), ultra sound (62,784), dialysis (19,689), ICU (24,753), cancer chemotherapy (16,892) and surgeries (4,05,708).
