PG institute to come up at Capital Hospital

Bhubaneswar, March 13: The state government will establish a Post Graduation (PG) institute in Capital Hospital with an investment of Rs 82 crore, informed heath minister Atanu Sabyasachi Nayak to the House Friday.
Replying to various questions and related supplements raised by members of the House during question hour in connection with the capital’s largest government-run hospital, Nayak said, “The proposed PG institute will come up on the Capital Hospital premises for which an administrative approval of Rs 82 crore has been sanctioned and preliminary steps have already been taken for its establishment.”
To a question of BJD member Bhagirathi Badajena regarding expansion and modernisation of emergency and casualty wards in the hospital, Nayak said, “A budget of Rs 72 crore has been approved under a scheme for upgradation of emergency and casualty wards at various district headquarter hospitals and the Capital Hospital.”
He said, “The state government has made a budgetary provision of Rs 300 crore for this fiscal for upgradation of infrastructure in healthcare sector and infrastructure of Capital Hospital will also be developed under this head.”
Nayak said the Medico Legal Cases (MLC) building which is being constructed with an investment of Rs 17 crore is on the verge of completion and would be opened for public shortly.
Answering a supplement raised by BJD member Amar Satpathy, the minister said every day nearly 10,000 patients visit the OPD and nearly 3,000 patients visit the indoor at the Capital Hospital.
Keeping this growing number of patients in mind, the department has taken several steps to develop infrastructure of the hospital and has also initiated the process of engaging dedicated doctors and paramedics for 24X7 operation of the casualty ward, he added.
“Currently, the casualty ward has 25 staff members, including seven regular doctors. Shortage of doctors being a major concern, we are trying to hire more dedicated doctors for the hospital,” he said. To a supplement of members on 258 vacancies in the base-level doctor posts at three government medical colleges and hospitals of the state, the minister said the government is in the process of filling up these vacancies.
‘5 schoolgirls gave birth in 3 years’
Five girl students of the SC, ST development (SSD) department-run schools have given birth to babies in last three years, SC,ST development minister Lalbihari Himirika told the Assembly Friday. In a written reply to a question of member Dillip Kumar Ray (BJP), Himirika said, “During last three years, five minor girl students of SSD department schools became mothers before marriage.” The incidents took place in schools of Sundargarh, Keonjhar, Kandhamal and Koraput, he said. In the first four cases, legal and disciplinary action have been taken against 10 people involved in the incidents, while investigation is under process for the last case which happened recently at Gupteswar High School of Koraput district, he said. Giving further details, Himirika said, 1,670 such schools are functioning in the state, where 4,35,970 students study. Out of this, 3,99,559 students stay in hostels. About 890 teaching posts against the 6,040 sanctioned posts, are lying vacant in such schools, he added.

15 new NAC proposals
The government is having proposals for constitution of 15 new NACs, said housing and urban development minister Pushpendra Singhdeo Friday while replying to a query of Amar Prasad Satpathy. The towns proposed for NAC include Kakatpur, Sakhigopal and Brahmagiri in Puri, Binjharpur, Dharmasala and Chandikhol in Jajpur, Bolagarh in Khurda, Betnoti in Mayurbhanj, Salepur in Cuttack, Kukudakhandi in Ganjam, Dhamra in Bhadrak, Bonai in Sundargarh and Birmaharajpur in Subarnapur, he said.

Sewerage system in Rourkela, Sambalpur from 2015-16
The state government has a proposal for initiating sewerage system in Sambalpur and Rourkela from 2015-16 fiscal, informed housing and urban development minister Pushpendra Singhdeo to the House Friday. In his reply to a supplement raised by member Prafulla Majhi, Singhdeo said work for developing sewerage system would be taken up in Sambalpur and Roukela from 2015-16. The minister said currently, sewerage systems are being developed in Bhubaneswar, Cuttack and Puri. To a question of Congress member Chiranjib Biswal on whether the government has any proposal to develop sewerage system in Jagatsinghpur, Singdeo said, “Developing Sewerage system in a city is a costly affair, for which the government has decided to implement Decentralised Septage Management System in coming days. In first phase, the system will be implemented in 26 cities.” “The government has decided to implement this system in all district headquarters in a phased manner,” he said. Tender process for preparing DPR for sewerage system in Berhampur has been initiated, he added.
