Bhubaneswar, Jan 6: A few months after launching the Biju Pucca Ghar Yojana with an aim to convert all rural kutcha houses in the state into pucca houses, Chief Minister Naveen Patnaik Tuesday said his government will shortly unveil the Shelter Security Mission with an outlay of `Rs 20,000 crore to ensure housing for the urban and rural poor.
“The government will shortly launch Shelter Security Mission and will invest between `Rs 15,000 crore and `Rs 20,000 crore for it,” the CM said while inaugurating a two-day collectors conference here.
“Along with rural housing, the government will come out with low-cost affordable housing for the urban poor, particularly those living in slum areas,” he said.
Stating that shelter security is one of the top most priorities of his government, the Chief Minister said, “The government is committed to convert all kutcha houses to pucca ones. For this to be achieved, every year we have to facilitate construction of more than five lakh houses.”
“I understand that a task of this scale requires huge mobilisation of resources, manpower, scientific and innovative implementation strategy and precise monitoring and execution. My government will leave no stone unturned in mobilising funds for this mission,” the CM said, adding this mission will be directly monitored by me and it will encompass both urban and rural areas.
Admitting the fact that completion ratio is one of the bottlenecks in implementation of rural housing schemes in the past, Naveen said, “To overcome this and facilitate speedy completion of houses with an aim of zero incomplete houses, `10,000 will be given as incentive for houses that are completed within four months and `Rs 5,000 to those completed within six months from the date of issue of work order.”
Ten per cent of the incentives will go to the government functionaries who will monitor the work while the rest will go to the ultimate beneficiaries.
The Chief Minister also announced incentives and awards for gram panchayts, blocks and districts performing well in Biju Pucca Ghar Yojana scheme.
