Implementation of 5T to reflect on performance appraisal report

Bhubaneswar: Implementation of 5T and Mo Sarkar will now reflect on the annual performance appraisal report (PAR) of different categories of government employees.

The state general administration (GA) department Friday issued a notification in this regard. This will be applicable to the employees of the departments that are implementing the ‘Mo Sarkar’ initiative of the State Government.

As per the circular issued by General Administration and Public Grievance Department, “It has been decided to accord 20% weightage for performance of government employees in implementation of 5T components. Out of the allotted weightage of 20% for 5T charter, 5% will be assigned in respect of performance under ‘Mo Sarkar’ initiative.”

According to the notification, out of overall numerical assessment of 10 in case of all India service officers, a value of 2 would be assigned with respect to performance of an officer on 5T and Mo Sarkar initiative.

“Out of the 2-mark, one mark has been assigned for implementation of 5T charter of own department (for secretary-rank officers), 0.5 mark each has been assigned for effective implementation of 5T charter of government (in case of collectors, SPs and coordinating officers) and Mo Sarkar initiative,” said a GA department official.

Notably, with an aim to make the governance people-centric, Chief Minister Naveen Patnaik launched the Mo Sarkar initiative October 2 on the eve of Gandhi Jayanti under which the chief minister, leaders and senior officers take direct feedback from the public on the service they are getting in government offices, institutions and medical.
