Bhubaneswar: Infocity Police have arrested eight staff members of Kalinga Institute of Social Sciences (KISS) and apprehended three minor students in connection with the murder of 14-year-old hostel student Shiba Munda, a Class IX student.
Police Commissioner S. Dev Datta Singh said the case arose after Shiba’s body was brought to KIMS Hospital on December 12, where he was declared dead.
A Zero FIR lodged at Keonjhar’s Town Police Station led Infocity Police to register Case No. 656 on December 13, 2025.

The arrested staff include KISS Additional CEO Pramod Kumar Patra (50), TGT teacher Binay Kumar Gochhi (37), Senior Academic Coordinator Prasanna Kumar Malla (54), teacher Pradeep Kumar Das (54), Headmaster Rashmiranjan Nayak (45), Hemanta Kumar Mohapatra (45), Subhakanta Behera (32), and Sujata Mishra (37).
Three juvenile students of KISS, identified as Children in Conflict with Law (CCLs), have also been detained. According to the victim’s father, he was informed that his son was hospitalised, but found him dead upon arrival and noticed neck injuries, prompting suspicion.
Post-mortem confirmed external injuries caused by compression with a rough ligature. Investigation revealed that the three juveniles assaulted and strangled Shiba on the night of December 11 following a minor dispute over a hostel toilet bucket.
