Bhubaneswar: Odisha IT Policy 2025, aligned with the state’s long-term vision for 2036 and 2047, aims at creating one million employment opportunities during the policy period, Electronics and Information Technology (E&IT) Minister Mukesh Mahaling told the Assembly Monday.
Responding to a question from Congress MLA Sagar Charan Das, the minister said the policy has been designed with a comprehensive framework to ensure effective implementation and monitoring.
It incorporates a clear vision, measurable objectives, and strong governance mechanisms. Mahaling said the policy will promote emerging technologies, including artificial intelligence (AI), machine learning (ML), cyber security, and blockchain.

A multi-tier governance structure has been established, featuring a high-level committee chaired by the Chief Secretary for policy oversight and special packages.
Additionally, the Policy Advocacy and Vision Group (PAVG) will serve as a think tank for mid-course corrections.
The Odisha Computer Application Centre (OCAC) will function as the nodal agency, supported by dedicated project implementation and management units.
Investor services such as end-to-end facilitation, project tracking, and grievance redressal will be provided through the GO SWIFT single window portal.
A three-tier clearance system will ensure timely approvals for projects of different scales.
Mahaling added that operational guidelines for Odisha IT Policy 2025 have been prepared and will be published shortly.
