Bhubaneswar: With a view to reaching out the citizens, especially youths, digitally, Chief Secretary Aditya Prasad Padhi Thursday instructed all the departments to scale up the use of social media.
Chairing the monthly secretary-level meeting at the Secretariat here, Padhi directed all the departments to focus on ground level implementation of the state government’s flagship programmes and confirm service delivery through feedback mechanism. Departments were asked to constantly update their websites and link them with their Facebook page and Twitter handle.
According to sources, 31 departments have already put up Facebook and Twitter links in their websites. However, most of them remain inactive in the social media.
Further, the chief secretary asked the revenue department officials to make provisions for online delivery of caste certificates to the students at school level on a campaign mode. For this the Centre for Modernising Government Initiatives (CMGI) has been asked to link schools with Common Service Centres (CSCs).
The departments were instructed to put more public services online and develop mobile apps for those services which are notified under the Orissa Right to Public Services Act (ORTPSA).
General administration Special Secretary AK Meena confirmed that draft service delivery manual and ORTPSA have been prepared and sent to respective departments.
In a year over year (YoY) basis the total budget utilisation in the current financial year till the end of May has increased by 29 per cent. Programme expenditure, upto May FY18, has witnessed a rise of 70 per cent on a YoY basis with the total expenditure increasing by a whopping 3 per cent. Tax revenue and non-tax revenue have grown by 7 per cent and 5 per cent respectively. Consequently, the total revenue collection, up to May FY 18 has witnessed a 7 per cent YoY increase.
